Benin City- The Edo State Government has said the 2026 Appropriation Bill presented to the State House of Assembly by Governor Monday Okpebholo is designed to fast-track infrastructure renewal, create jobs, and strengthen social services across the state.
The Commissioner for Finance, Engr. Emmanuel Okoebor, disclosed this while briefing journalists on the highlights of the budget, explaining that it aligns with the administration’s SHINE Agenda, which prioritises Security, Healthcare, Infrastructure, Natural Resources and Agriculture, and Education.
Okoebor described the 2026 budget as a departure from routine fiscal planning, noting that it is focused on impact-driven public finance aimed at structural reforms and inclusive growth.
According to him, the administration deliberately prioritised sectors capable of boosting productivity, reducing inequality, and integrating underserved communities into the state’s economic framework.
Infrastructure accounts for the largest share of the budget, with ₦420.62 billion allocated to the sector. Of this amount, over ₦305 billion is set aside for road construction and rehabilitation. Okoebor said improved road networks would enhance the movement of goods and people, lower transaction costs, and improve access to healthcare, education, and markets, particularly in rural areas.
The agriculture sector received ₦68 billion, reflecting the government’s focus on food security, job creation, and rural development. The Commissioner said the allocation also supports livestock development through a dedicated ministry, providing a structured approach to addressing farmer–herder conflicts while strengthening agricultural value chains.
On the social sector, Okoebor said the budget provides for the recruitment of teachers and health workers, as well as continued investment in schools and healthcare facilities. He noted that these measures are intended to address manpower shortages and improve service delivery in both urban and rural communities.
Job creation is another major focus of the budget, with ₦116.46 billion earmarked for employment-related programmes expected to generate jobs through infrastructure projects, agriculture, and expanded government activities.
In addition, ₦8.9 billion has been provided for social welfare programmes targeting women, youths, children, and other vulnerable groups, as part of efforts to promote inclusive growth.
On governance and accountability, Okoebor said the administration has strengthened oversight through improved procurement processes, the adoption of e-procurement systems, regular publication of budget implementation reports, and the activation of the Project Monitoring Unit.
He said the decision by Governor Okpebholo to name the 2026 Appropriation Bill the “Budget of Hope and Growth” reflects the administration’s commitment to delivering measurable outcomes, including completed road projects, job creation, improved schools, and expanded healthcare services across Edo State.
